Question About Panasonic Electric Shaver ER217
No light red nor green on charging...

When the is put to charge there is no light glow in the shaver. The Charger is tested by a multimeter and shoes an output of 1.2 V. The shaver was not in use for a long time. Now when I want to use it and charge it, it is not taking charge.Please advise
