CONAIR FOOTBATH PROBLEM...

NEVER USED MY BATH BEFORE ..IT WAS A GIFT. IT IS SUPPOSED TO HEAT.VIBRATE AND BUBBLE...IT HAS NOT HEAT. HAS THIS BEEN A REPORTED PROBLEM? WHAT CAN I DO?
